CURRICULUM AND TRAINING PROGRAMME FOR BASIC TRAINING OF CADETS OF THE BORDER POLICE OF BOSNIA AND HERZEGOVINA – LEVEL TWO
The curriculum and training programme for basic training of cadets of the Border Police of Bosnia and Herzegovina – Level Two is aligned with FRONTEX’s Common Core Curriculum 2022 for the basic training of EU border and coast guards.
The curriculum and training programme for basic training of cadets of the Border Police of Bosnia and Herzegovina – Level Two is carried out over six months (126 working days), during which 944 teaching/working hours will be delivered. The teaching process is structured as follows:
INTRODUCTION TO BASIC TRAINING, LOGISTICS AND ADMINISTRATION
Conducted over 16 teaching hours (two working days), during which cadets become familiar with the curriculum and training programme, lecturers/instructors and other professional staff conducting the training, the method of delivering the training process, standards of conduct and behaviour of cadets in accordance with the Agency’s bylaws, class organisation, as well as completing and signing the required documentation.
PHASE I: THEORETICAL TEACHING WITH PRACTICAL EXERCISES
Conducted over 70 working days, during which 530 teaching hours will be delivered. This phase is carried out by the Agency’s lecturers/instructors through 17 subjects. Out of the total number of hours in this phase (530), theoretical classes will be delivered over 329 hours, while practical exercises will be delivered over 201 hours.
- Police Powers and Ethics
- Legal acts and bylaws related to the application of police powers,
- Legal acts and bylaws related to the use of force,
- Ethical codes and professional standards police officers must adhere to while performing duties,
- Procedures for maintaining and collecting accurate and timely records in cases of detention and deprivation of liberty,
- Search of persons, vehicles, and objects in accordance with domestic legislation, respecting fundamental human rights and freedoms,
- Profiling methodology,
- Application of police powers using safe tactical procedures in line with laws and regulations,
- Reporting violations within police bodies of BiH,
- Managing or resolving predictable conflict situations in line with relevant laws, policies, rules and procedures, etc.
- Handling Firearms and Shooting Skills
- Legal provisions, specific rules, and principles related to safe handling of firearms,
- Use and handling of firearms in accordance with laws and safety procedures, selecting the appropriate tactics, etc.
- Criminal Tactics
- Importance and role of criminal tactics in the practice of detecting, investigating, and proving criminal offences,
- General criminal-tactical actions, evidentiary actions, and special investigative actions,
- Implementation of criminal-tactical measures and actions with cognitive and evidentiary value in accordance with BiH legislation and professional rules,
- Preparation of basic reports on criminal investigations in line with laws and regulations, etc.
- Criminalistics Techniques
- BiH legislation relating to criminalistics-technical procedures,
- Methods and techniques for locating, recording, and collecting traces at crime scenes, as well as methods for identification and registration,
- Application of appropriate working techniques during crime scene investigations,
- Preservation of evidence at crime scenes,
- Application of relevant criminalistics-technical methods in detecting and proving crime,
- Risks and threats to safety for oneself and others at crime scenes, etc.
- Criminalistics Methodology
- Definitions, manifestations, and characteristics of specific crimes, with focus on cross-border crime,
- Measures and actions for detecting and proving crimes, with emphasis on cross-border crime,
- Gathering information on potential criminal activity as intelligence that may help in preventing and detecting crimes,
- Documenting crimes, especially cross-border crime in line with laws and positive legal norms, etc.
- Traffic Safety and Handling Police Vehicles
- BiH legislation on traffic safety,
- Identification of vehicles and driver’s licences,
- Vehicle stopping and control activities,
- Patrolling to prevent illegal activities,
- Handling police vehicles and related equipment, etc.
- Special Physical Training
- Characteristics of coercive techniques (self-defence techniques) derived from martial arts,
- Demonstration of use of force and self-defence techniques,
- Application of necessary safety measures and first aid during police tactical actions,
- Resolving predictable situations police officers may encounter while on duty using tactical procedures, etc.
- Physical Education and First Aid
- General rules and procedures for first aid, occupational safety and health,
- Rescue procedures during police work,
- Application of sports activities to improve and maintain physical fitness,
- Standards for health protection, hygiene, self-protection, etc.
- Police Psychology
- Importance of psychology in police work with focus on understanding personal and group behaviour,
- Professional standards, methods and techniques for behaviour management,
- Effective communication with individuals and groups,
- Managing predictable conflict situations,
- Recognising risks and threats to safety and well-being based on behavioural indicators, etc.

(Each subject covers principles, legal frameworks, and application relevant to police duties in BiH.)
PHASE II: SPECIALIZED TEACHING
Conducted over 14 working days (94 hours) at the Agency by the expert staff of the Border Police of BiH through the subject “Competences and Duties of the Border Police of BiH”. Out of 94 hours, 76 are theoretical and 18 are practical.
PHASE III: SITUATIONAL TEACHING
Conducted over 17 working days (120 hours) at the Agency by Agency instructors and Border Police staff, delivered through five case studies, all as practical exercises:
- Supervision of investigations, criminal intelligence, and risk analysis
- Supervision of border checks
- Supervision of border surveillance with focus on illegal migration and mass influx of migrants
- Supervision of airport security
- Use of force in the context of border protection
PHASE IV: PRACTICAL TRAINING
Conducted over 160 hours across 28 calendar days (20 working days, which may include weekends and holidays), delivered at organisational units of the Border Police of BiH by their expert staff.
FINAL EXAMINATION AND CEREMONY
Conducted over three working days, during which cadets who successfully completed all phases and fulfilled obligations under this curriculum will take the final exam. Those who pass will attend a certificate award ceremony for completion of the basic training programme.

Program temeljne obuke kadeta Direkcije za koordinaciju policijskih tijela BiH – druga razina, izvodi se u trajanju od 17 tjedana, tijekom kojih se realizira 808 nastavnih i radnih sati, podijeljenih u tri nastavne faze:

Kadeti koji su uspješno završili obuku koncipiranu kroz tri nastavne faze, pristupaju polaganju završnoga ispita.
Polaznicima obuke koji s uspjehom polože završni ispit Agencija izdaje Uvjerenje (certifikat) o završenoj temeljnoj obuci kadeta Direkcije za koordinaciju policijskih tijela BiH – druga razina. Na taj je način polaznik ispunio uvjete za dodjelu čina „MLAĐI INSPEKTOR“.
CURRICULUM OF THE BASIC TRAINING PROGRAMME FOR CADETS OF THE STATE INVESTIGATION AND PROTECTION AGENCY – SECOND LEVEL
The Basic Training Programme for cadets of the State Investigation and Protection Agency – second level, lasts 142 working days, implemented continuously over seven months, with a total of 879 teaching hours. The teaching process is structured as follows:
INTRODUCTION TO BASIC TRAINING, LOGISTICS AND ADMINISTRATION
Conducted over two working days during which cadets are introduced to the curriculum, lecturers/instructors and other professional staff conducting the training, the method of implementation of the teaching process, standards of conduct and behaviour in line with the Agency’s secondary legislation, organisation into classes, as well as the completion and signing of the necessary documentation.
PHASE I: THEORETICAL TEACHING WITH PRACTICAL EXERCISES
Conducted over 107 working days with 640 teaching hours. This phase is implemented by the Agency through 17 teaching subjects.

- Ethical codes and professional standards police officers must follow while performing their duties

- Application of police powers using security tactical procedures in accordance with domestic legal acts
- Reporting breaches of rules within police bodies in BiH
- Managing or resolving predictable conflict situations in accordance with relevant laws, policies, rules, and procedures while performing police duties, etc.
2. Handling Firearms and Shooting Skills
- Legal provisions, specific rules, and principles for safe handling of firearms
- Use of firearms in accordance with the law and safety procedures, with appropriate tactical choices, etc.
3. Criminal Tactics
- Significance and role of criminal tactics in the practice of detecting, investigating, and proving criminal offences
- General criminal-tactical actions, evidentiary actions, and special investigative actions
- Implementation of criminal-tactical measures and actions of cognitive and evidentiary nature in line with BiH legislation and other professional rules, etc.Criminal Techniques

- Application of criminal measures and actions in line with BiH legislation and professional procedures, etc.
5. Traffic Safety and Driving Police Vehicles
- Domestic, EU, and international legislation relating to traffic safety
- Identification of vehicles and driver’s licences
- Patrolling
- Handling police vehicles, technology, and equipment during police tasks
- Situational assessment and tactical driving in pursuits or emergencies, in line with operational safety provisions
6. Special Physical Training
- Techniques of use of force and self-defence
- Safety procedures and first aid during tactical actions
- Profiling methodology
- Resolving predictable situations using tactical procedures in line with BiH legislation, etc.
7. Physical Education and First Aid
- Rescue procedures during police duties
- Sports activities to improve and maintain fitness and health
- Occupational safety, health, hygiene, and self-protection standards, etc.

- Professional standards, methods, and techniques for managing behaviour of individuals and groups
- Effective communication in predictable situations police may face
- Conflict management in line with relevant rules

PHASE II: PROFESSIONAL-OPERATIONAL TRAINING
Conducted over 15 working days with 90 teaching hours, organised at the premises of the State Investigation and Protection Agency, through the subject Criminal Investigations.
Criminal Investigations
- Acquiring the necessary knowledge, skills, and abilities required for lawful, proper, and effective performance of tasks within the competence of the Agency.
PHASE III: SITUATIONAL TEACHING
Conducted over 15 working days with 109 teaching hours, jointly organised by the Agency and the State Investigation and Protection Agency at Agency premises, through five case studies:
- Use of Force in Accordance with Resistance Levels
- Forensic Detection, Recording, and Documentation of Criminal Traces at a Crime Scene
- Criminal and Procedural Aspects of Detecting and Proving Human Trafficking and Illegal Migration (Mixed Migration Flows)
- Criminal and Procedural Aspects of Detecting and Proving Organised Crime and Terrorism
- Criminal and Procedural Aspects of Detecting and Proving War Crimes, with Special Focus on Witness Interviews and Witness Protection Measures
FINAL EXAMINATION AND CEREMONY
Conducted over three working days during which cadets who successfully completed all phases and fulfilled their obligations take the final exam. For those who pass, a certificate award ceremony is organised.
