SIPA Cadets at EUPA4BiH Awareness Training on Serious/Organized Crime and Terrorism

27/08/2025

As part of the EUPA4BiH Project (European Union Support to Law Enforcement Agencies in Bosnia and Herzegovina), police experts from Ireland and Germany today conducted an awareness training session on organized crime and terrorism for 30 cadets from the State Investigation and Protection Agency (SIPA), who are undergoing basic police training at the Agency for Education and Professional Training.

The training is an important step in the EUPA4BiH Project’s activities, aimed at strengthening the understanding of the complexity and specific nature of organized crime — a phenomenon that directly or indirectly affects the security, stability, and legal system of our society.

During the sessions, the cadets training to become junior inspectors and police officers discussed:

·         What constitutes organized crime and the factors contributing to its development in BiH and beyond,

·         Its links to drug trafficking, human trafficking, money laundering, cybercrime, terrorism, and violent extremism,

·         The role of mobile organized groups and their impact on criminal legislation.

The training also provided an opportunity for the cadets to exchange experiences with international EUPA4BiH experts, strengthen inter-sector cooperation, and acquire knowledge and skills for more effective prevention and detection of organized crime and terrorism.

During the training, the head of the EUPA4BiH project, Aleksander Krebl, held a meeting with the Director of the Agency for Education and Professional Development of Personnel, Marko Vujević. They discussed continued cooperation and upcoming activities within the EUPA4BiH project, which focuses on supporting and assisting law enforcement agencies in Bosnia and Herzegovina in the development and improvement of existing police structures through specialized training and the exchange of best practices from the European Union.

The conclusion of the meeting was that joint efforts, such as this project, are key to strengthening the security capacities of Bosnia and Herzegovina and ensuring a safer future for all citizens.

The EUPA4BiH Project (European Union Support to Law Enforcement Agencies in BiH), worth approximately 10 million euros, is funded by the European Union and implemented by a consortium of partners led by the Center for International Legal Cooperation (CILC, Netherlands), in partnership with the German Foundation for International Legal Cooperation (IRZ, Germany), CIVIPOL (France), the International and Ibero-American Foundation for Administration and Public Policies (FIAP, Spain), and the Central Project Management Agency (CPMA, Lithuania). The project officially began in September last year and is expected to be implemented over 54 months, until September 2029.
